Tom Celani has been a pioneer in the gaming industry for over 30 years with experience as a developer, innovator, supplier, operator, financier, and, of course, an owner. While Luna takes care and caution in all of its businesses, gaming is Luna’s fundamental core competency. Beginning with Tom Celani’s early experience with Sodak Gaming that helped shepherd in the birth of Native American casinos to spearheading the Michigan statewide voter referendum to legalize three casinos in Detroit, Luna is always at the cutting edge of gaming activity.

In 1988, Tom founded Sodak Gaming, Inc. and expanded it from a small company that distributed gaming devices to Native American casinos nationally, into a company with $250 million dollars in annual sales. Sodak Gaming, Inc. went on to be a publicly traded company on the Nasdaq. He then developed, financed and managed the Little River Casino Resort for the Little River Band of Ottawa Indians in 1995. In 1996, Tom funded and ran the state-wide voter referendum which led to casino gaming in Detroit wherein he was then selected as one of the three companies to receive a casino license. Subsequently, Tom partnered with Mandalay Resort Group to build Motor City Casino which opened to the public in December of 1999, and then later formed Luna Entertainment. Tom has been licensed in over 30 jurisdictions in this country for gaming, including Nevada. He also owned the Cal Neva casino on Lake Tahoe that was previously owned by Frank Sinatra.

Running Creek Casino – CA

Luna developed and financed the Running Creek Casino for the Habematolel Pomo of Upper Lake Tribe in 2005. The Running Creek Casino is located in Upper Lake, California, approximately 200 miles north of downtown San Francisco. Running Creek Casino opened in May of 2012 and includes approximately 350 slot machines, six table games and a restaurant. Luna was licensed in Nevada in 2007 as the operator of the Cal Neva Casino and operated the historic resort through 2010. The Cal Neva, once owned by Frank Sinatra, had 300 slot machines, six table games, a 200 seat restaurant and 180 hotel rooms. Luna instituted a plan to close the Cal Neva Casino in 2010 due to economic conditions in the Crystal Bay, NV area and supply of gaming from neighboring tribal casinos. In 2005, Luna began assisting in the development and providing financing of the Kiowa Tribe’s $65 million dollar casino facility in Randlett, OK. The Kiowa Casino is located on the Oklahoma and Texas border and primarily serves the Wichita Falls and Fort Worth markets. It opened in 2007 with 1,000 slot machines, 20 table games, a 350 seat buffet, a steak house and a sports bar. The casino has consistently performed well and is an example of a relationship that shows why investments in tribal casinos create significant value for both the investor and the tribe. While Luna is not an active manager at the Kiowa Casino, it does provide continual feedback and advice as the financier to the casino.

From 1995 to 2004, Luna developed, financed and then managed the Little River Casino Resort in Manistee, Michigan. After 4 years of working with federal/state and local government agencies, Luna opened the Little River Casino Resort to the public in July of 1999 with 500 slot machines in a facility consisting of 17,000 square feet of gaming space. As the result of an aggressive expansion plan, Luna opened a new casino resort in June of 2002 with over 212,000 square feet of gaming and non-gaming space consisting of of 1,300 slot machines, 35 table games, a buffet, sports bar and 200 hotel rooms.

The new Little River Casino Resort now includes a 300-room hotel with an indoor swimming pool, 46 stall RV Park, 10,000 square feet of convention meeting space, a fine dining experience, a 200 seat casual dining restaurant and a delicatessen.

Tom Celani was responsible for bringing commercial gaming to Detroit by running and financing the state wide referendum to legalize commercial gaming and then being selected as one of the three groups to receive a commercial gaming license.

A Luna affiliate was co-owner of Motor City Casino with Mandalay Resort Group and other Detroit-based investors from 1999 through 2005. Motor City Casino is one of three commercial casinos operating in Detroit, Michigan. It has built a reputation as the premier gaming venue in Detroit and opened in 1999 with over 70,000 square feet of gaming space, including 100 table games, 2,600 slot machines and five unique restaurants. In 2005, Luna’s affiliate sold its interest in Motor City Casino to the majority shareholder.

Luna rebranded it Reserve Casino Hotel in January of 2012 after completing significant renovations to the entire facility. Reserve Casino Hotel is the largest casino in Central City, Colorado with space for more than 1,000 slot machines and 30 table games. The hotel has 119 hotel rooms, three bars, four restaurants and a 700 car parking garage. In April 2001, Luna financed and developed the Rolling Hills Casino located in Corning, California. With guidance and assistance from Luna, the Paskenta Band of Nomlaki Indians opened the $40.0 million Rolling Hills Casino in July of 2002 after less than 12 months of construction. The casino opened to the public with a 60,000 square foot facility, 650 slot machines, 12 table games, a steakhouse, and a 300-seat buffet. Tom Celani was a founding member of Sodak and was instrumental in growing the company from a supplier of gaming devices to one small city in South Dakota to the supplier of IGT gaming devices for all Native American facilities in North America, capturing 95% of the slot market for Native Americans. Tom’s participation in Sodak lasted 10 years, witnessing the company going public on the NASDAQ stock exchange and a subsequent sale to IGT.
